- Law No. 122 of 1994 dated 28 November 1994 concerning the issuance of the Land-Use Planning and Urban Development Code.
✅ Eligibility conditions
A premises built in accordance with a building permit does not require an authorization. The citizen may contact the National Sanitation Office (ONAS) directly.
If the premises is not built in accordance with a building permit, a dedicated technical committee decides whether to grant the authorization.

- A signed request on plain paper including essential details: address and building-permit references.
- Certificate of ownership or an equivalent document for the property concerned.
- Clearance certificate confirming payment of municipal fees due on all properties within the municipal area.
