Bir Mcherga Municipality was established by Decree No. 566 of 1985, dated April 6, 1985.
It is located north of the city of Zaghouan, the governorate capital. It covers an area of 31,146 hectares and had a population of 14,604 according to the latest available 2014 census data.
Despite being relatively newly established, Bir Mcherga is considered the third most developed area in Zaghouan Governorate in terms of industrial growth. The municipality hosts 28 industrial facilities that employ a significant share of the workforce. The region is also known for its agricultural character, especially irrigated farming, supported by water from the Bir Mcherga dam.

The Council may also hold an extraordinary session at the request of the Mayor.
Council deliberations are public. The Municipal Council may decide to negotiate in closed session certain items on the agenda, at the request of the Council President, one-third of the members, the Governor, or his representative. The date of the Municipal Council meeting shall be posted on the door of the municipality headquarters.
